Facebook Chat Box Question?

Alright guys when I click on my chat bar which shows the people online and how many there are some people without a green dot or a phone who having nothing beside there name are these people online or not because there still appearing on my chat box

Also there seems to be a couple of people regardless of how many people I have in my chat box at the time that appear in the box without phone or green dot sign is there a reason for this??

If There is No Phone Or Green Dot it Means They Are Online But Not Available For Facebook Chat
