i have made a page with least number of likes and i cant advertise my page for free !

Advertise it through your friends, ie by Share your page to your friends. Just don't overdo it and not too many at one time, as your friend might fed up & report you ad scam & you'll be put in jail. Other than that, make your page attractive to be liked.
