It's a scam. He does not need a copy of your passport for an invitation letter. You NEVER send a copy of your passport to anyone who is not a government official for any reason unless you want your identity stolen. He just needs to put his name and address and your name in the invitation letter and send a copy to you that you file with your visa application through the British Embassy in UAE. There is no need for your passport copy for any reason
Tell him you've spoken to the British Embassy who verified he does not need your passport copy and that he must send an original signed letter (not a fax or scanned copy) to your home address that you file with your visa application
If he keeps insisting, you know you are dealing with a scammer
And why would you ever consider traveling to another country to meet a person you met online? Do you know how many girls have been kidnapped or even killed by these type of people. Most of them are sex trafficking operations. They are lured through someone pretending to be their boyfriend/fiance, then drugged, beaten and held hostage in illegal brothels
If he wants to meet you, HE can fly to the UAE and stay in a hotel and you meet him in the hotel lobby only. If he refuses, then don't go unless you want to lose your freedom or even your life

Yes as no genuine person would want personal details like your passport information. Send him nothing.
