If the person has give permission for people other that friends to post ,things can be posted on the timeline and the person would see it.

Yes, only if they allow non-friends to write on their Timeline will you be able to wire on their wall.

you cant post on someone's timeline if you arent friends with them, unless you mean a comment on something they posted publicly, then yes, they will be able to see it

you cant write on someone's fall unless they are your friend and the visibility of the posts depends on the privacy of the owner
