It's not an app, people type symbols, for example, they type a heart which is this symbol, < and this symbol, 3 or a three, when put together, <3 forms a heat on facebook. There are also other sybmols such as smiley faces, such as the following symbols spaces:

Smiley: : )
Laugh/Big Smiley: : D
Frowny: : (
Crying face: : ' (
Scared/frighted: O . o
Tongue spit out face: : P
Surprised: : O

unamused/sad/mehhh: : /

Similar to the XD face but i think is supposed to mean supprised: > : O

I showed each example with no spaces on purpose because I don't know if this website might have the same script or not, so if I type them with spaces it might make them into the symbols so you won't know how to type the symbols. All of them don't have spaces.
