Question about facebook? its regarding my friends disabled account?

Someone ended up reporting my friends facebook Account for being underaged, and, she had put that her age was older then how old she really was so they are asking for her social security number and her birth certificate to confirm i guess that shes that age and she was just going to be honest and give HERS but my Mother was saying that didn't sound right? and her Mother agreed..could it be a scam or something?
