internet problem on iphone ! help!?

so my wifi on my iphone 4s isnt working. it says i have all 4 bars but when i go to social media (twitter,instagram,facebook ect) it wont load. it will show its loading but wont show up. when i go on my computer, my internet works fine. my dad did tell me our internet usage was up 90%, but if i went over , my internet shouldnt shut down? it cant be the usage if the internet is working on my laptop, my 3G on my iphone works fine, but not my internet at home, what should i do?
if i reset my phone, will it delete all my music, contacts and information?

did you try resetting your ipod that might fix it.
