Twitter won't let me change my picture?

Twitter won't let me change my picture?
I've tried on my phone, iPod, and laptop but none are working. It just says "picture did not upload successfully" why won't it work?

Maybe it's a moving picture (gif). But if you're having a problem with it try choosing a different picture too see it's just a glitch.

1. Open Google Chrome browser.
2. Press CTRL + ALT + DELETE keys to delete all temporary internet files.
3. Close and re-open Google Chrome.
4. Open www,twitter.com and login into your account.
5. Goto Settings and try to upload new photo. It should upload fine.
