Someone used a link to my images without permission?
Her username is Lilly And she used a link to my instagram page. Can I report her for this?

You can always report someone. They'll do an "investigation", but unless you have material you've copyrighted and she is using-- not much will be done.

If all she's doing is linking to you - ie instagram.com/you - this is the way the web works, folks link to other folks. If you don't like it, then don't have internet properties that can be linked to - so you wouldn't have anything on the web at all. You could also make everything private. You might also want to stay off of *social* networking sites.

If it's images she's linked to, you can contact her host and try to get them taken down IF you can prove they're yours. Chances are good though, that they won't do anything because, YOU put them on a public/social network, giving permission for them to be used. Since they're owned by Facebook, their policies are probably the same. Facebook says as long as you've made the images public, oh well, you're giving permission for them to be used just by signing up with us and having a public profile! Read the terms and privacy policy yourself.

If you've registered the images with the copyright office, then you could take her to court, but chances are good you would not win, because of the privacy and terms of service you agreed to (and didn't bother to read) when you signed up.

No one needs permission to post a link to your page or site. It's perfectly legal (as it should be). They only need permission if they take a picture and post it directly on their site/page. If you don't want someone posting a link to something on your page, don't put that "something" on your page in the first place. If you wanted to know where to buy an Adobe product for example, I would post a link to the Adobe page so you could find it. There's nothing wrong or illegal about that.
