Contact the administrator but to be honest Twitter most likely won't delete it for you. It's worth the ask though.
The worse they can do is say no.

Contacting twitter won't delete the account. The only way to go about it is to somehow contact the account owner via email and ask if they can delete their account. Twitter don't delete inactive accounts.

if there are o's and e's you can substitute them with '3' or '0' to get the point of the name across. otherwise I would advise finding another name.

With ANY site, user names and email addresses it's first come first served.

So someone hasn't posted in 6 years? Could many different reasons for that.

Twitter, like any site wont take it down just because there has been no
activity on it, no matter how long it has been.

The ONLY time any account will get taken down is if that person is
deceased and that will only be IF the Administrators of the Deceased's
Estate notifies them and asks for it to be taken down.

Other than that, that account is there till the end of time!

No, they won't just "take it down" for you. The only way you could get it is if you contact the owner of that account and ask them to close it. In that case, it apparently takes 9 months for a name to be available. Also, buying/selling usernames is not allowed according to the Twitter TOS.
