As far as I know you can only create an instagram account on a mobile device. When you open Instagram on a mobile device it will say something like: Welcome to Instagram! Instagram is a fun and quirky was to share pictures with friends. Then it will have a register button and a sign in button. Just click register and fill in the blanks and then. POOF, your a "Instagrammer"

You have to have Either a Android Iphone Or Ipod Touch And you Have to Download the App in Order to Sign Up For Instagram Once you there On The App Hit Sign up

You Can Not Sign up on the Computer
