or are they just the most popular trends in general?

From twitters help page:

"The list of trends changes frequently based on what is most popular right this minute".

From that, I would presume that they are ordered based on what is popular on that particular minute or point in time, using any longer time frame would mean that you would have events like Michael Jacksons death still over-shadowing today's events.
