Instagram keeps on turning private every time I change icon picture?

Whenever I try to change my instagram picture, my profile automatically goes on private. Then when I try to turn private off, my old icon picture comes back on. Is there anything I can do to fix this problem?

I have just the opposite problem. My account is set to private. Whem I change my profile picture it goes automatically to public. When I switch to private, my old icon picture comes back on. Anyone knows how to fix this? Thanks.

Well what i did because this happened to me was in my bio say i let all users follow me because my account glitches hope this helps
