What does this Twitter alert mean?
"Cannot follow this user at this time. Please try again later." Does this mean my connection is bad, or do they have to authorize me before I can follow them? Like on Facebook and MySpace?

Yes,
This means that they have closed general public to stop following them, and yes you need authorization to follow.
