Is Twitter only for the individuals who have friends and or relatives that also use Twitter?

As I was reading about Twitter is seem as though it leans towards the individuals who know other's that use Twitter. So what is the scoop with twitter outside of the fact that allot of News Media, Sports Media Celebs, and Business and so on seem to be clogging up with tweets. I am just a has been a nobody can I use twitter? Or is twitter not meant for people like me? Someone with high intelligence, please answer this question for me in the simplest way possible because I lack intelligence. Otherwise I would not ask about Twitter if my standards of intelligence match the rest of society.
