No not at all. The User interface of Vine allows to pump up the popular videos. The person name who uploaded more such funny videos gains subscribers.

Subscribers -> Visits -> Revines -> More Exposure -> "Popularity"

These people see things in silly, Insulting and destructive way. Hence every concept of such 7 sec videos are different everybody.
