I'm 16 years old and I still can't post publically on Facebook after their recent changes?

So facebook have recently changed settings to enable teenages (13-17) to be able to post publically on Facebook.. But, I can't!!

I can't see the 'public' option when I go to post a status, how would I change this so I can post publically (without changing my age on there)?? Do I have to change something in the privacy settings?
