by accident i change my passward and i forgot it and my hotmail account is block and its not letting me log in...

There are two remaining methods:

1)You may be able to answer a set of security questions you set. I'm not sure how this works on it's own, but I do know it plays a part of the second method.

2)Earlier Facebook accounts allow you to identify friends and answer further questions about yourself. This method allows a couple of friends to access another's account in emergency cases. You may have to do some research on this to work out whether or not your account is legible for this.
