No, it actually says to not boast about your righteousness or compare yourself to anyone. So you are no better than a loan shark. The Bible uses the example of the priest and the tax collector.

As long as you are humble and those words you speak are from your heart God will know that.

Not necessarily. The verse warns not to pray so that others may see you (to benefit your reputation). If you are legitimately praying to talk to God you're fine, just don't make a habit of it. This is a warning against using pray as a tool for one's own pride, just be sure not to use it in such a manner.
