Playing skyrim just a confirmation ?
When I get to the throat of the world there always is a dragon flying around parthurnax - is it a legendary dragon ? It looks like one when I zoom in with my bow - please confirm, thanks!

That other dragon is reason for the game. You are supposed to 'kill' Alduin.
I think you must have missed some serious conversations.
