Yes. It is no different than if you were doing it to their face in person. Any sort of abusive behaviour could (and should) be reported and the perpetrator prosecuted.

You're asking loads of questions you should already know! You realize that all of this was laid out for you BY facebook when you created the account it's called "USER TERMS AND CONDITIONS" It's the contract that you digitally signed with facebook upon creating your account and it covers everything you have asked in all 3 questions I have seen you post about Facebook. Rather than asking ignorant questions REFFER TO THE CONTRACT YOU SIGNED AND FAILED TO READ THE FIRST TIME!
