Facebook design? Like something custom - you can't. Usually what I have found is that if you can find a facebook app to change your design only you can see it or people with the same app can it. Facebook does not really have many custom options other then the cover photo and what boxes of information are on your timeline.

you can not change design. it is by default by Facebook.

.. But I got that design?. I just made a new Facebook account and I was introduced to that layout. It's probably in Beta and only available to new accounts. I don't know about that black side bar to the left though. I never got that.

Facebook said every body will get new design soon, if any one wants it earlier they need to sign up here: https://www.facebook.com/about/newsfeed after allocation facebook will indicate them.
