Tipping point for facebook page likes?

I know when starting a FB page for your organization, the first little while in marketing and getting likes is tough.

How many likes would you say someone needs to reach before the momentum builds up and they visits/likes start pouring in?

you may try to get likes by hitsexchange sites like Like4Like (.org). But this won't give you targeted traffic. You may try inviting people from your account or tell friends to invite other peoples to like it.
But the most important thing is the conent you provide to your page fans.
You may also try Paid Advertisement in Facebook. Additionaly if possible, get a website to attract people.
