Is it illegal for someone to make a fake Instagram account and try to stalk mine?

So this kid (my bestfriends boyfriend) is like a psycho. I blocked him on Instagram and he keeps making fake accounts to try and stalk mine. And he makes it pretty obvious it's his account. The bad part is he uses names of people at my school. So he's posing as them. I wanna get a restraining order and stuff but I don't know if that's necessary. I would press charges if its illegal. But first I wanna know if its illegal or not

Using someone else's name is called identity theft. Yes, that is illegal but the person who is being copied is the one who has to complain.
