How to program a monitor to show a live feed?

I bought a new tv and I want to use my old one for my apartment to create one of those monitors that you see in retail stores or restaurants. The one that flash up and coming attractions or live twitter feeds so people can hashtag tweets about my roommates and I and our apartment. I have an old computer I can use, any suggestions on what programs I need to use to set this up?
