how can I delete old facebook account and start new one?

I can not log into facebook due to phishing. I need help as to what steps to take next

well first of all, i know this is going to sound stupid, but it's actually against the rules to do that, and when facebook detects you doing that, they lock your old account and your new account, and force you to verify the account you want to keep by having you send them a photocopy/scan of your government issued ID to make sure you arent a spammer

to avoid this mess, never ever ever ever ever use the same password you use for your facebook account with the email account you used to create it
