is there a global #hashtag directory available for Twitter?

like to facilitate people's needs better ... like for example .. you wanna trade some coins ... something like #TradeSilver ... or you want a backrub from an available masseuse in the area - hash something like #NeedMassage

i know you could just randomly search in their searbox for what you're looking for, but i thought a globally agreed upon set of hashtags might better and more quickly help us facilitate our needs

does such a project or chart exist?

No, I don't think something like that exists, Chris. The hash tags are just created randomly by the Twitter users and are not hash tags that have been agreed upon globally .
