how to get lots of followers/celebs on twitter/instagram without following a lot of people or buying followers?

for twitter, the same 'follow spree' doesnt work, too many people retweeting, tweeting, and its a one in a million chance of getting followed. in my twitter account, @raulr73, i have 13 followers. in my instagram, @raul__98 i have 32 followers. can anyone help me to at least get 5,000 or if even possible 10,000 by the end of the school year, maybe not on twitter, but in instagram, theres a higher possibility of getting more followers, any help would be really apreciated!
