Yes. After you block them go to your settings>privacy>blocking... And that shows you who you've blocked and allows you to unblock them.

yes and you can do it daily if they are irritating you, I use it just to shut some friends up, it helps them to know they are too much info

yes, you can reblock them, but you have to wait 48 hours after you unblock them to re-block them

behavior like yours is why facebook has that rule
