Contact Facebook and tell them it's a fraudulent account. They should shut it down. And if they don't then contact your local news station. I'm sure they'd be more than happy to go after Facebook for something like that in this day and age.

You can block that account by reporting that profile or account to Facebook. You should take help of your friend to report that account . As many as report of that account, FB will deactivate that account permanently

She Does Not Need a Security Question Have Her Go to Facebook Hit Forgot Password Than Have Her Put Her Email Address in and Facebook Will Send a Password Reset Link to Her Email And She Can Change Her Password and Get Back Into The Account

Once She Is Back Into the Account to Delete it

For Permanent Delete Go Here

https://www.facebook.com/help/delete_account

Do Not Login For 14 days And it Will Be Deleted

To Temporary Delete and Possibly Come Back Later

Go to Account Settings than Security Than Deactivate
