I can't see a persons tweets anymore?

I can't see a persons tweets anymore?
So I looked at this persons tweets a few times and I tried to again today and now it says the're blocked, and only people who follow can see them. Is this just a coincidence? Or does twitter know that I've looked at them a few times and not followed so now I'm blocked from the tweets unless I follow?

It means they changed their account to Private so you have to follow them and be accepted before you can tweet Fav or RT their stuff
