First go to your friends Facebook page or your news feed then just go to the status or photo of your friend, below that click "comment". Finally you can type your comment and click enter to submit.

There are some Facebook accounts that don't allow comments on their page.

Just go to that page dear and like that page then you can easily comment on that page. But you can also comment on that page without liking that page dear.
