Dont suggest me facebook. Its hard to find people on facebook.

You probably meant "- - ONLY lets you add people you know".

And no, you can add anyone you want in FB. If you want to find people to add, search different kinds of international forums, especially forums of topics you are interested in.

You can add new people but there is some restrict you can't add all in a single day do one by one after accepting your invitation.

In FB, you can meet people in Group, even Page, of the same interest, messaging each other, etc.... you'll end up know each other...
