How come I can't follow someone on twitter?

How come I can't follow someone on twitter?
I want to follow someone I used to know back in high school (am in college now), but the it doesn't let me follow that person. The follow button is there but it's hallow. Does this mean something?

Could it be she blocked me or something?

She probably blocked you. That&#x27;s the only thing I can come up with.
