As far as I know Instagram is only available for mobile. There is not PC version like Facebook or anything. You have to own either Android or iDevice to be able to download and then sign up for Instagram.

I agree with Alec.
You have to have created an account for yourself on a mobile phone before you can access an account on the computer.
