tough question, its not what you are now that counts, its what you were when you originally opened the account, I guess the best you can hope for is a 50/50 chance, or simple open. a new account

It is against the law for a company to obtain data from a person under the age of 13, legislated by the Children's Online Privacy Protection Act (COPPA). It doesn't matter if you are not American, because Facebook is an US registered company and is therefore bound by this.
As such, it is against the Terms of Use for any Facebook user to be under the age of 13 due to the nature of information collected and stored by Facebook profiles and status updates. If Facebook have found your account to be created when you were under the age of 13, they are bound by law to quickly delete all and any data they have collected on your behalf. Meaning, I highly doubt Facebook will be able to reopen you account - as your email, personal information, statuses, and all other information relating to your account has most likely been wiped from the system. You will need to create a new account now you are 13. Sources: https://www.facebook.com/legal/terms http://www.informationshield.com/coppaoverview.htm https://www.facebook.com/help/441374602560317 |
