it is a frowny face...kind of a step before the teary smileys...you would use it like if you were talking to a friend that you aren't really super close to and they said they won't be able to go to the concert that they were so psyched about before...then you might say something like, "aww, that's sad" and use that frowny face...it's a show of empathy without actually really being truly upset about whatever is going on...
