How to add music to a picture onto instagram?

How to add music to a picture onto instagram?
I seen a few people do this on instagram where they would use a photo of an album cover, artist, etc. and add music as the background to that one photo and set it as an instavideo.

Is there an app that can enable you to do this or is there a trick to it? No clue how to accomplish this.
