Check Email id. By chance you will enter wrong email id.

it Should Send if its Not Sending it May Be Detecting that you Have a Another Account if you Have a Another Account Just Note Having More than One Account is Not Allowed Facebook Can Detect Easily if you Have A Another One

If you Dont have a Another Account than

Please Contact Facebook at the Help Center and Report to them That your Confirmation Email is Not Being Sent

I think there is an issue between Facebook and Yahoo. I was using facebook with a yahoo ID but last year I got a message from Facebook team that Yahoo database server is hacked so we need to change the linked email ID. So I changed my email ID and now I'm using Gmail ID with Facebook.

you better contact the facebook team for resolving your problem.
