I wanna know this news about FB Privacy is true?

hey
recently (about one month ago till now) some of my friend post a status with this concept(status translated):

... i have a request for you:
may be you don't know but Facebook changed it's Privacy settings.thus because of Graphic apps everyone from every where(friends and non-friends) can see our Likes, Pictures, comments and ....

for my safety please do the folowings steps:
1.move your mouse on my Picture(avatar) but don't click
2.in opened box move yor mouse on 'Friends' button and in opened box
3. click on 'Settings'
4. and unchecks 'Life event' and 'Comments and Likes'
after this steps you make my informations Private and only my friends can see my Infromations

I see this status several times and my question is:
Is this Correct?? or it is a rumor?
whether i need to do that 4 steps(mentioned above) to keep my Informations Private?
