Facebook won't send email?

I'm setting up an account for my brother, but Facebook won't send the link that'll activate the account. It's been 20 minutes and I've clicked the 'resend email' button about 6 or 7 times.
What do I do?

it's probably detecting that you are creating more than one account - they wont send the confirmation email in that case because that's against the rules

your brother should be setting up his own account, preferably using a different device (dont use the same computer or same phone to do it)
