We can sign up for instagram only through iphone?

I want to use instagram but i dont have an i-phone or i-pad, hence, i dont have an apple id. Then Can't i use it?? Actually whenever i open instagram home page on other devices i can't find 'sign up' but could find 'fast, beautiful photo sharing FOR YOUR IPHONE' written there..
