Facebook wont crop my pictures?

facebook wont let me crop any photos
it just doesnt want to click. all it does when i hover over it, the cursor opens up.
like... it wont crop. is there a setting off or something?
i tried EVERYTHING. Editing the cookies. No,
and it seems like it wants to tag someone.

I believe you can't crop pictures you have already uploaded....this option exists in Google+

The only place i know that Facebook lets me crop my pictures is on my cover image and profile image.
