When is an appropriate time to add a new friend on facebook?

So i have just started college and i have started to get to know people, there is one person i would like to get to know and we have spoken only twice. We have 5 mutual friends, one of which is one of my best friends. So when would be a good time to add him on facebook. I would like to keep in contact with my new friends, which two don't have facebook but im naturally quite shy and i over think things..
