Facebook friends request problem?

What does it mean when I send a friend request to someone on facebook, but a notice appears saying "This person cannot accept friends requests, but you are still following them."

It mean that this person have reached the limits of the number of friends he should have on his friends list facebook , so facebook offers another way to keep in touch with the person (Follow)

There is a limit to the number of friends a user can have. They may have reached the limit and can only accept follows until they remove some friends. Additionally, you can only like 5000 pages.

It means they don't accept any friend request or they already have many friends.

If that person has their privacy settings so only certain people can send friend requests, and allows followers, you'll get this message. My profile is set to allow friend requests only from "Friends of Friends," for example. If you aren't a friend of one of my friends, I can't get your friend request. I don't allow followers though.
