How do I deactivate or delete my twitter account?

Twitter's instructions, and everything I found elsewhere on the web, say to go to settings, scroll down to the bottom of the page, and click on "deactivate my account".

The problem is, when I click on settings, the page it brings me to doesn't have any button about deactivating the account. It seems twitter removed it. So does anybody know how to delete your account now?
