When I turn off chat for a specific friend will I know when she gets online?
Facebook !!!

I just turned off chat for just one person will she know this and will I be able to see her online when she gets online???
How do I turn the chat thing on again?

No, she won't appear as online to you either. You would need to click on her icon, and turn chat back on to find out whether she's online. You could do that momentarily. Hope that helps you.
