Yes. Because if that person unblocks you to stalk you, they can.

If you block them as well, then they will not have access to your profile if the unblocking is removed.

Once the first block is done, the 2 people are invisible to each other. This prevents the second person from blocking. If the first person removes the block, then the second person is free to block the first person.
