Facebook friends? Confused?

So it says that someone has 211 friends but for some reason when I look through all their friends I only count 192? Is there a reason this is like this? Any ideas?

Private profiles, stops non-friends seeing you in others walls, posts, friends lists, etc. (or used to be anyway, not so sure how it works with FB latest privacy invading policies)
