How do you send a tweet to someone on Twitter?

There's someone on Twitter that I want to send a tweet to (to ask them something). I've never used Twitter before so I don't know how to do it.

You go on their twitter page and press the button that has a feather pen in it and type you message and hit send

Its not so hard. First login to your twitter account and go the profile of that person whom you want to send the tweet. The profile of his/her opens and you can see tweets button in the profile. Go and click the button and write whatever you want to tweet.
